- 4PC: Blackout Reinforcement empowered Blackout Kicks reduce the cooldown of Fists of Fury, Rising Sun Kick, Strike of the Windlord, and Whirling Dragon Punch by 3.0 sec. Damage of Fists of Fury, Rising Sun Kick, Strike of the Windlord and Whirling Dragon Punch increased by 4%.
Despite the efforts of the developers with numerous iterative changes during the PTR, these tier bonuses aren’t as build-defining as T30. The end result is a return of the status quo of 10.0 where Serenity is the go-to build on Single Target with Storm, Earth, and Fire having a slight edge in AoE. The 2 piece does mean you will always be running Dance of Chi-Ji regardless of situation.
In terms of how to utilize the tier bonus best, it should be as simple as using Blackout Kick as soon as you can without dropping Hit Combo. With the recent buffs to the 2 piece as of 11/14, there is a significant risk of munching procs.

In 10.2, Your best weapon Rashon, the Immortal Blaze. As this weapon drops from the last boss, Fyrakk, it may be difficult to acquire. In this case there are a few alternatives available. Thorncaller Claw + any other 1 handed weapon or if you are more dungeon-inclined, Borrowed Time.
Embellishments
Recommended ST: Slimy Expulsion Boots + Life-Bound Bindings
Alternative: 2 Non-tier pieces crafted with Shadowflame-Tempered Armor Patch
In Patch 10.2, The recommendations are similar to Season 2. Slimy Expulsion Boots + Toxic Patch on a non-tier slot (usually bracers) are your go-to for most situations.
If you are looking for an alternative you can also go the Shadowflame patch route and craft Shadowflame-Tempered Armor Patch on 2 non-tier pieces.
Additionally, the Alchemical Flavor Pocket can be crafted onto a piece of gear as a Quality of Life improvement that doesn’t count towards your two embellishment limit. It will make your Food Buff last twice as long and persist through death.
