Stat Outline
Critical Strike - increase our crit chance with our abilities (extremely effective inside the Touch of the Magi / Radiant Spark window).
Mastery - we want to get around 27-30% mastery to get a good mana regeneration mid-combat. It also increases our mana regeneration, our mana pool, and arcane damage.
Haste - provides us with faster cast speed. However, too much haste can cause mana problems.
Versatility - damage and healing increase, and damage taken is reduced.
The best way to calculate stat priorities for your character is to "sim" your character. Method Raider Jaerv has written a series of Metafy articles to help!
How to Sim in World of WarcraftRaces
For Alliance, I recommend Human or Night Elf or Dwarf or Void Elf. They are all reasonably close, so choose whichever you prefer.
For Horde, I recommend Troll or Orc or Tauren.
Enchants
Rings - Devotion of Critical Strike
Wrist - Devotion of Avoidance
Weapon - Enchant Weapon - Sophic Devotion (Main stat Proc)
Chest - Enchant Chest - Waking Stats
Cloak - Enchant Cloak - Homebound Speed or Enchant Cloak - Graceful Avoidance
Legs - Temporal Spellthread (Main stat + Increases Mana)
Belt - Shadowed Belt Clasp
Gems
Either Skillful Illimited Diamond or Inscribed Illimited Diamond

Potions
Elemental Potion of Power - Main stat Potion for 30 Seconds.
Dreamwalker's Healing Potion - Healing potion on Demand.
Phials (Replacing Flasks in Dragonflight)
Phial of Corrupting Rage is our best choice for throughput.
Phial of Elemental Chaos increases your secondary stats for 1 minute, cycling the buff every 1 minute (can give Haste, Crit, Mastery or Versatility).
Phial of Tepid Versatility if you don't want to deal with the negative effect of Corrupting Rage.
